Statement of Purpose

The Patriot Institute of Neurological Regeneration℠ has developed twelve distinct protocols for treating neurological degenerative disorders (resulting from trauma/injury, stroke, age-related degeneration, or Alcohol-Induced Brain Damage). Over the past 20-years we've researched and developed life extension treatment options for life-shortening, debilitating diseases, where zero treatment options exist.  Since 2007, we've had outstanding success achieving FDA Fast Track Approval across biologics, pharmaceuticals, & medical devices across Oncology (brain, skin, lung); Hematology; Neurodegenerative trauma; and Psychiatric Conditions.


 Our ultimate goal is to achieve FDA Fast-Track Approval for our Patent-Pending treatment for Chronic Traumatic Encephalopathy (CTE) 


The Patriot Institute℠ strives to close two major gaps that have limited treatment clinical trials for CTE:

  1. The absence of a definitive way to diagnose (CTE) Chronic Traumatic Encephalopathy in living patients.

2. The limitations on assessing true symptom relief from patient reported results.


CTE can currently be confirmed only through postmortem autopsy. Traumatic Encephalopathy Syndrome (TES), the field's only clinical framework for identifying "Suspected CTE" in the living, is an imperfect tool — recent validation research places its positive predictive value at approximately 24%. We treat that not as a disqualifying flaw, but as the central problem our work is built to address: TES is only one of many factors we consider when making our clinical evaluation.


Utilization of higher intensity 7-Tesla MRI Images show markers of Neuro-Inflammation that traditional 3-T or 1.5T MRI's never could. Adding these to standardized neurobehavioral testing, the patient's history of contact sports, military combat history, or domestic abuse. We also carefully interview their loved ones in deciding whether patients qualify for our Phase 1/2 Clinical Trial for CTE. Many will qualify for our Registry Trial for TBI's & Post Concussive Disorder (Q1, 2027).


For individuals identified as High-Risk (through our multi-modal approach) we enroll in our CTE Clinical Trial.

"The Matthew CTE Protocol" — a regenerative medicine biologic therapy, applauded by Solutions IRB (Institutional Review Board), our Ethics Committee. As of September 15th, 2026; We have all of the paperwork ready to file to the FDA as an Investigators New Drug (IND) Application for our Phase 1/2 Clinical Trial in "Probable CTE" patients. Expected open enrollment, for the Matthew CTE Protocol should  begin early Q4, 2026.  Cedars-Sinai Health System, Department of Neurology, will act as our Primary Investigator with Director of Neuro-Oncology, Jeremy Rudnick, MD leading the way.


For this landmark Ph1/2 Clinical Trial, we are also deep in discussions with appointing USC's Keck Medicine - led by Thomas Chen, MD (Neurosurgery) to become Co-Principal Investigators at The University of Southern California.


Our work extends across the broader landscape of repetitive-trauma-related neurological injury. CTE, Traumatic Brain Injuries, & Post-Concussive Disorder are three of the nine neurodegenerative conditions we consult patients on (with future Clinical Trials planned). We reach populations from contact-sport athletes to military veterans (all countries) to survivors of interpersonal violence — each with a distinct and still-developing evidence base.


Our purpose is to develop a solution for "Suspected CTE" Patients still alive & struggling to survive today.

Supporting our Q4-2026 Phase 1/2 Clinical Trial:

Case Study of 28 "Highly Suspected CTE" patients        The Matthew CTE Treatment Protocol (2025-2026)

Our founder & CEO, afflicted with TBI's & Post-Concussive Syndrome himself, traveled across the United States in 2023-2025 visiting over 200 manufacturers (claiming to manufacture FDA 301a-status biologics possessing regenerative medicine capabilities). Of the 250+ Manufacturer's to date (Sept 2026), The FDA only recognizes three manufacturers, total, that actually are manufacturing what they claim. Leveraging longstanding relationships within Neuro-Oncology & Neuro-Surgery colleagues across California, Arizona, Nevada, & Seattle, & Hawaii we were able to identify & implement our full treatment "Matthew CTE Protocol" in 28 patients from May, 2025 through April, 2026.


CASE STUDY (2025-2026): 28-patients with "Highly Suspected CTE*" received The Matthew CTE Treatment Protocol: RESULTS (Median Follow up 13 months [Aug 15, 2026]:

A] 82% (23 of 28) achieved a Partial Response (50% reduction in total symptoms* sustained for a median of 9-months).

B] 50% (14 of 28) achieved a Complete Response* (99% reduction in total symptoms* sustained for a median of 9-months).

C] Alcohol drinking during the 3-month treatment protocol will be a clear Exclusion Criteria for the upcoming Ph1/2 CTE Clinical Trial. Of the five patients who did not receive a partial response, all five admitted to drinking large amounts of alcohol before the 3-month treatment protocol was complete. ALCOHOL USE screening will increase significantly, and one of our wearable trackers will have Blood Alcohol Concentration readings available on 2026 new models.


Patient improvement was noted across numerous measures. These include, but are not limited to: Patient & caregiver standardized reports testing Neurological Function (ex: The Mini-Mental Exam). Plus we added wearable technology (headphones + ring + wristband) to provide diagnostic results. Wearable technology represents the future of clinical trials; having diagnostic data showing each patients Sleep, Heart Rate, Body Temperature, Oxygen Saturation, Physiological Stress, & daily EEG readings 2 we can monitor Physiological Stress readings; plus sleep quality, sleep timing, and duration. We developed an electronic data management software system that eliminates investigator reporting fatigue, with phenomenal 97% data completion. For CTE the caregiver reported entries are vital, and simple, utilizing PRC-Forms©.

CTE is a destructive, debilitating, disease due to repeated/consistent head trauma from:                (1) Playing contact sports:

Boxing, American Football, Ice Hockey, Mixed Martial Arts Fighting, Soccer from headers, Rugby, Australian Rules Football);                           (2) Serving in the Military:

Veterans exposed to blast zones and physical head trauma during battle result in TBI's. Traumatic Brain Injuries become CTE if the repeated head trauma is not stopped.                               (3) Victims of Domestic Abuse:

Females & children develop Traumatic Brain Injuries much more easily than a 220+ pound American football player (Ann Mckee, MD Boston University CTE Center). Repeated hits to the head, over time, have been documented to transform into CTE (Lancet Neurology, 2026).


With years of repeated trauma to the Prefrontal Cortex, Tau Protein (designed to protect Neurons and Axons) transforms & becomes slow growing masses in the form of spindle-like clumps throughout the PreFrontal Cortex.

 

Tau Protein build up, in CTE patients, begins to suffocate the PreFrontal-Cortex as the spindle-like clumps grow and force brain cells to become dormant & turn off. Neurological cells do not turn off then back on; they are considered permanently damaged.


The prefrontal cortex is the most critical component of the human brain. It acts as the controls over decision making, impulse control, & mood regulation. It's like flying a plane, all communication & controls stop working and nobody is aware of the emergency situation at hand. 


Patients with CTE have brains that operate as if they were 15-year old teenagers. Their lives begin to unravel as they lose money to bad investments, start using drugs in their 40's, cheat on and lose their wives, lose their primary homes, and gamble away their remaining money. All while experiencing fits of rage, crying spells, deep depressions, short-term + long-term memory disappears, paranoid delusions, & massive insomnia leave these one proud Demi-Gods broke and broken. And they have no idea how it all went so terribly wrong just 3-5 years after retirement.


CTE patients are so lost, confused, and not the same people they used to be. Unfortunately so many of these patients end up committing suicide.

 PIECING TOGETHER A CTE DIAGNOSIS

As of Q1, 2026 new Tesla-7 Magnetic Resonance Images have been installed, for clinical and research use at 100 key imaging sites across the globe. Previously Tesla-3 MRI's were the strongest imaging we had available.


Advancements in the detail obtained by T7 MRI Images can display these radiological markers consistent with Chronic Traumatic Encephalopathy (CTE)** 



By adding results from a high-powered 7-T MRI, prior to randomization will be combined with all other intake qualifications to find a clear picture of who qualifies with "highly suspected CTE." Each patient will also have follow-up T-7 MRI's at months: 6, 12, 18, & 24.


Each patient will be provided Virtual Reality Goggles to keep them still, and distracted, for the 6-7 hour treatment cycles.
